MINUTES <br />CITY COUNCIL <br />FEBRUARY 28, 2013 <br />there is currently a 33 -foot road easement within the eastern portion of the <br />plat, but indicated that the street access as proposed is the preferred street <br />alignment for this development. He also pointed out that a future road <br />access is being provided for the properties to the northeast to provide them <br />with future development potential. <br />The Planner indicated that all lots proposed meet City Code requirements. <br />There has been some discussion relative to the shape of proposed Lot 11, <br />but the Planner noted that this lot also meets Codes and is buildable <br />without the need for any variances. The Planner pointed out that the <br />density proposed is about two lots per acre which is consistent with the <br />surrounding properties. <br />The Planner reported that in reviewing the proposed Preliminary Plat, <br />there was discussion at the Planning Commission relative to future <br />development of the properties to the northeast. The Planner reviewed the <br />ghost plat that was prepared showing an option for how those properties <br />could develop via extension of the stub street that is being provided. The <br />ghost plat shows the ability to develop six lots via a cul -de -sac extension. <br />There were concerns raised by the adjoining property owners that under <br />the ghost plat it will require all three property owners to cooperate in order <br />for this northeast area to develop. There were alternatives presented by <br />these property owners at the Planning Commission that would utilize a <br />portion of the existing 33 -foot right-of-way. Other alternatives presented <br />would also result in 6 lots via extension of a cul -de -sac street. The <br />Planner noted that one alternative presented by the Brausen family would <br />involve a cul -de -sac extension from the Pinetree Pond looped street, which <br />would result in the loss of one lot in the Pinetree Pond development. The <br />Planner also pointed out that there were issues of double and triple <br />frontage lots with some of the alternatives discussed. <br />The Planner reported that after reviewing all the information presented, <br />the Planning Commission recommended approval of the Pinetree Pond <br />Preliminary Plat subject to compliance with the recommendations of the <br />City Planner, City Engineer, and vacation of the existing 33 -foot road <br />easement. <br />The City Engineer reported that concerns have been expressed by the <br />owners of 2925 LaBore Road relative to tree preservation. The Engineer <br />reported that these property owners have indicated that when Gordie <br />Howe of Masterpiece Homes purchased 2945 LaBore Road, he agreed to <br />save the trees within the road easement. The Engineer noted that the <br />original survey done did not show these trees. The surveyor has now <br />located the trees which lie along proposed Lots 11 and 12 in two clumps <br />and are not located within the road easement. The Engineer indicated that <br />3 <br />
