MINUTES <br />CITY COUNCIL <br />FEBRUARY 28, 2013 <br />Brausen property and options to purchase for the Boog and Acosta <br />properties. The City Administrator reviewed the pros and cons of each <br />option as are outlined in the Council agenda packet. The City <br />Administrator reported that City staff has continued to meet with the <br />property owners to the northeast on the future development of their <br />properties. 1 -Ie also noted that a lot hinges on the street vacation which is <br />scheduled for consideration on March 270. <br />The Council asked if the City Administrator had discussed with the <br />Brausen family the City's potential purchase of their back property. The <br />Administrator replied that he has, and noted that there have been a number <br />of meetings with the northeast property owners since the Planning <br />Commission meeting. <br />Gordie Howe indicated that he is seeking approval of the Pinetree Pond <br />Preliminary Plat as presented and as was recommended for approval by <br />the Planning Commission. Ilowe pointed out that the plat meets the City <br />Code and there are no variances being requested. <br />Dave Brausen appeared before the Council and indicated that his family is <br />interested in using the existing 33 -foot street easement to access their <br />property for future development. I -le noted that with the addition of 17 <br />feet, this easement would be the required 50 feet under City Code, and <br />indicated that over the years his family has talked to the City about adding <br />the 17 feet to the 33 foot easement to provide access to their property. <br />Brausen then reported on the history of his family's ownership of this <br />area. Brausen pointed out that with the Masterpiece Homes development <br />proposal, development access to his family's property is just two lots <br />away. Brausen stated that they would like the opportunity to use their land <br />and did not feel that the ghost plat provided that opportunity as it would <br />require the cooperation of Jerry Boog and (fail Acosta who are not <br />interested in developing at this time. He felt that if the 33 -foot road <br />easement is vacated, their hands would be tied. <br />Brausen then reviewed an alternative to the ghost plat which he has <br />prepared. He noted that under his proposal Masterpiece Homes would end <br />up with another lot and the Brausen, Boog, and Acosta properties could <br />develop into 6 lots, possibly 7 with the addition of property from a <br />Westwind lot. Brausen noted that this would result in more tax revenue <br />for the City. <br />Brausen noted that the City Administrator has indicated that the Brausen <br />proposal would be more costly to develop than the ghost plat. He pointed <br />out that the street is 320 feet long with a cul -de -sac under his proposal and <br />310 feet long with a cul -de -sac under the ghost plat. Brausen felt that his <br />5 <br />
