Hanson <br />Per the direction of the City Council, I have been evaluating <br />possible methods to save costs associated with the design of the <br />new shelter for Spooner Park. The results of this evaluation are <br />as follows: <br />* With the project expected to exceed $25,000 ($120,000 <br />budgeted), it will need to be competitively bid which <br />requires the preparation of detailed plans and <br />specifications. <br />* As a public project, plans and specifications must be <br />signed by a registered engineer /architect pursuant to <br />building code requirements. <br />Ken Wehrle, of the St. Paul Parks Department, informed <br />us that the initial prices we had obtained were <br />representative of the amount they would pay for a <br />similar project. <br />* Plans and specifications for this type of project are <br />copyrighted. Therefore, we would need to find a <br />shelter which very closely matches our proposed layout <br />in order that we could approach that architect about <br />design of a facility for Little Canada. In that way, <br />we may be able to reduce design fees if they are <br />working from existing prints. Obviously, I am not in a <br />position to do that without input from the Parks and <br />Recreation Commission and the Canadian Days Committee. <br />* It is my understanding that we will have some special <br />design features for this shelter. We will likely want <br />to incorporate some of the characteristics from <br />existing park buildings (i.e., roof materials and color <br />schemes).
