Features of the project area that were not apparent <br />from information provided by the City will be added to the base map after the tour and site <br />investigation. Through the course of this phase of the work, we can identify areas that will <br />require surveys in later phases (to develop appropriate resolution of the issues those areas <br />present). If conditions surface which are not clearly shown in information provided by the <br />City or the County, or if the lack of that information would compromise the resulting work at <br />this stage, it may be prudent to perform additional survey work to resolve conflicts or to reveal <br />a more detailed level of information. The cost of this survey work is not a part of this <br />proposal. <br />1.1 Assemble preliminary base map of the project area from information provided by the <br />City (using digital information available from Ramsey County). <br />1.2 Meet with City staff and Ramsey County to understand specific project considerations <br />and City concerns. <br />1.3 Tour the project area and surrounding areas with City staff and "local experts" to <br />understand the physical influences on the project. <br />1.4 Investigate forces that might influence the design of the streetscape, including natural <br />forces (slopes, vegetation, surface water); man-made forces (traffic patterns, utilities, <br />existing and planned developments, zoning and ordinances); community forces <br />(economics, history, elements of local culture, general safety concerns, relationship <br />with other community features); and other influences (views, special features). <br />1.5 Assess the project area in terms of its image and identity, seeking opportunities to <br />capitalize on elements that are meaningful to the community and noting areas that detract <br />from a positive image. <br />1.6 Meet with utility companies regarding their infrastructure and the impact of the road <br />reconstruction on their facilities (or potential infrastructure adjustments that might occur <br />with the road reconstruction project. <br />1.7 Meet with Little Canada Historical Society in understand influences of local history. <br />1.8 Review information provided by the City. <br />1.9 Identify aspects of the base map which are incomplete. <br />1.10 Revise base map to meet found conditions, including new information provided by <br />utility companies. <br />1.11 Summarize found information in the form of existing conditions and "opportunities and <br />challenges" graphics. <br />Products: <br />• base map of project area <br />• summary graphics of existing conditions and project influences <br />2.0 Understand what is desired... <br />HKGi will meet with affected property and business owners to understand the anticipated <br />scope of the project and to solicit initial concerns. Meetings would be one -on -one with invited <br />individuals, and scheduled to occur at City Hall in successive one -half hour meetings. Two <br />days would be selected for these meetings in order to allow maximum participation. It is <br />expected that the City will invite those affected by the work to participate in these meetings. <br />The intent of these meetings is to make those most affected by the project comfortable with the <br />process and to allow them to understand the effects that plans might have on their interests. <br />Page 7 <br />
