MINUTES Parks & Recreation Commission May 2, 1996 White Bear Lake. He suggested the Commission consider this design as a possibility for Spooner Park. He also shared pictures from the Arbor Day celebration at Gervais Mill Park. Morelan mentioned the maintenance crew reminded him the grills at Spooner Park were replaced last year. Morelan stated Girl Scout Troop 468 has offered to maintain the flower area at Pioneer Park this year. Morelan asked Sanders if he has contacted Little Canada Charity Plus. Sanders stated Jan Sherman told him they would begin planting the last part of May or early part of June. Morelan asked Sanders to supply him with a schedule so the scout troop could be involved in the initial planting. Sanders stated 30 shrubs are left over from last year that need to be planted. Sanders suggested public works could dig the holes so that the shrubs can be planted at the same time as the flowers. Remerowski asked if the public works department was planning on some tree planting at Gervais Mill that was left over from last year. Remerowski reminded Sanders it was going to be contracted out, and then public works agreed to plant them in the spring of the year. Morelan stated it was supposed to be done last year, but time ran short. Morelan suggested Sanders speak with Scott Tangen, Public Works Director on this. Sanders stated he spoke with Tangen on this, and Tangen felt pressed for time until he gets his summer workers. Morelan asked Sanders to follow up with Tangen on this. Greger asked if a certificate of thanks would be sent out to volunteer groups such as Girl Scout Troop 468. Morelan responded that in the past, an article would be placed in the local paper along with a photo and the names of the volunteers as a thank you. Greger suggested a certificate be recommended as a thank you also. Morelan asked the commission to discuss the public works director's report on speed limits on Edgerton and Centerville again for clarification purposes. Morelan stated the commission had asked Scott Tangen, Public Works Director, to give a report on accidents in the Edgerton Street area. Remerowski stated that Ramsey County will perform a speed study on Centerville Road if the Council requests it. Morelan suggested it would be a good idea to request the Council to have the county make another study of the area. Morelan stated the last study done was before Pioneer Park was built and traffic changes have occurred over eight years. Remerowski moved to have the City Council recommend a Ramsey County speed limit study be done in the Centerville Road area. Ables seconded the motion. Motion carried 5 - 0. Page 17 5
