MINUTES <br />CITY COUNCIL <br />FEBRUARY 28, 1996 <br />There was no one from the general public present <br />wishing to speak on this matter. <br />Mr. Morelan introduced the following resolution and <br />moved its adoption: <br />RESOLUTION NO. 96 -2 -46 - CONTINUING THE PUBLIC HEARING <br />ON THE PRELIMINARY PLAT FOR STONERIDGE BASED ON THE <br />RECOMMENDATION OF THE PLANNING COMMISSION AND CITY <br />STAFF UNTIL SUCH TIME AS THE DEVELOPER SUBMITS A <br />WETLAND DELINEATION FOR THE PROPERTY AS WELL AS A <br />RECOMMENDATION FROM THE WATERSHED ON THE PRELIMINARY <br />PLAT <br />The foregoing resolution was duly seconded by Scalze. <br />Ayes (5) Morelan, Scalze, Fahey, LaValle, Pedersen. <br />Nays (0). Resolution declared adopted. <br />KELLER Fahey reviewed the results of the survey of Keller <br />PARKWAY Parkway property owners which asked if they supported <br />PARKING the posting of both sides of Keller Parkway from <br />SURVEY Edgerton Street to Arcade Street as no parking. <br />Currently, the lake side of the street is posted as no <br />parking. Of the 33 surveys which were mailed, 25 were <br />returned. 16 property owners supported no parking on <br />both sides of the street, 8 property owners did not <br />support, and 1 property owner did not check either box. <br />Morelan indicated that in reviewing the comments made <br />by property owners on the survey form, there were some <br />valid issues raised. Morelan stated he had a difficult <br />time saying property owners could not park on the <br />street in front of their house. Morelan suggested the <br />no parking on the lake side of the street be retained <br />and enforced. Morelan felt that would address the <br />safety issues along Keller Parkway. Morelan also felt <br />most people use the lake side of the street for walking <br />and biking. <br />Fahey pointed out the majority of property owners on <br />the lake are in favor of the no parking ban. Fahey <br />stated he appreciates comments of property owners that <br />living on a hill makes it difficult to provide parking <br />for guests. However, a no parking ban would reduce a <br />nuisance in the neighborhood and keep the area more <br />attractive around the lake. Fahey stated he would <br />support the no parking ban based on the comments of the <br />7 <br />Page 44 <br />
