MINUTES <br />CITY COUNCIL <br />JUNE 22, 2026 <br />STAFF REPORTS <br />ACCEPT METROPOLITAN COUNCIL CLEAN WATER GRANT FUNDS AND ENTER INTO A <br />GRANT AGREEMENT <br />The Utility Billing and Administrative Support Specialist stated that tonight the Council is asked <br />to accept the Metropolitan Council Clean Water Grant funds and enter into a Grant Agreement. <br />He provided background information on the grant program, noting Council approval to submit an <br />application at its April 8, 2026, meeting. He reviewed the grant award summary, agreement <br />requirements, program marketing and promotion, and recommended approval as presented. <br />Miller asked about the application process and review/approval timeline. The Utility Billing and <br />Administrative Support Specialist explained that residents can apply online on the city website <br />and provided information on the supporting documents that will be required. He stated that he <br />typically processes applications within 24 hours of receipt, and a reimbursement payment would <br />be approved at a City Council meeting. <br />Kwapick asked if there is a statute of limitations on when an item was purchased. The Utility <br />Billing and Administrative Support Specialist replied that the 2026 program would have a start <br />date of July 1, but explained that this is a reapplication process and the current cycle ends on <br />June 30t", so residents can still submit reimbursement for an application from the 2025 cycle. He <br />stated that purchases during the 2025 cycle would need to be submitted for reimbursement by <br />June 30, 2026. <br />Kwapick introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2026-6-91 — ACCEPTING THE GRANT FUNDS FOR THE WATER <br />EFFICIENCY GRANT PROGRAM AND APPROVING THE RESOLUTION AUTHORIZING <br />EXECUTION OF THE AGREEMENT BETWEEN THE CITY OF LITTLE CANADA AND THE <br />METROPOLITAN COUNCIL FOR THE METROPOLITAN COUNCIL CLEAN WATER FUND <br />GRANT PROGRAM FOR JULY 1, 2026, THROUGH JUNE 30, 2028 <br />The foregoing resolution was duly seconded by Miller. <br />Ayes (4). Nays (0). Resolution declared adopted. <br />APPROVE PLANS AND AUTHORIZE BIDDING FOR COUNTY ROAD B LIFT STATION <br />The City Engineer provided background information on the lift station, the need for the project, <br />and proposed project improvements and timeline. He reviewed the proposed project cost. <br />Miller asked if this would be a new build next to the current facility. The City Engineer explained <br />that the force main will be new construction parallel to the existing force main. He stated that <br />there will be two pipes in the ground, as that will allow them to maintain service while they <br />construct the new infrastructure. He commented that the lift station will be built under sewage <br />traffic and provided additional details. <br />Miller commented that some of the properties are in Maplewood and asked for more information. <br />The City Engineer stated that it is not uncommon for a sewershed to cross municipal boundaries. <br />He explained that sewage is meant to flow by gravity to lift stations, so often cities have mutual <br />agreements to serve pockets they cannot serve themselves. He confirmed that the city already <br />has such an agreement in place with Maplewood. <br />
