MINUTES <br />CITY COUNCIL <br />JUNE 22, 2026 <br />Malone asked if County Road B would be torn up. The City Engineer replied that all work would <br />be internal to the lift station and the Lupe site. He hoped that the City's estimate is conservative, <br />noting that there will be variability in the bid pricing, and they will talk more about the <br />funding/budget once the bids are received. <br />Miller introduced the following resolution and moved its adoption: <br />RESOLUTION NO.2026-6-92 — APPROVING FINAL CONSTRUCTION PLANS FOR THE <br />COUNTY ROAD B LIFT STATION AND FORCE MAIN UPGRADES, AND AUTHORIZING <br />PROJECTBIDDING <br />The foregoing resolution was duly seconded by Kwapick. <br />Ayes (4). Nays (0). Resolution declared adopted. <br />2026 DEER MANAGEMENT PROGRAM <br />The Parks and Recreation Director stated that the Council is asked to consider the 2026 Deer <br />Management Plan, with no control measures proposed for 2026. He provided background <br />information on the program, program goals, population management options evaluated, results <br />of deer management efforts, and current conditions. He stated that at the June 4, 2026, Park <br />and Recreation Commission meeting, the Commission voted to support the program with no deer <br />control measures recommended for 2026. <br />Miller asked about the process of administering fertility control drugs. The Parks and Recreation <br />Director provided additional information on those potential options, recognizing that those <br />control measures are more invasive and expensive. <br />Kwapick stated that when he was door -knocking in 2024, there were a number of neighbors who <br />expressed concerns about the deer population. He was glad to see that staff are tracking this <br />information and recognized that deer activity is often more concentrated in certain areas of the <br />community. <br />Mayor Fischer stated that he received similar feedback from residents in that area, but when he <br />reviewed the options for controlling the population, those residents also did not want to see the <br />deer eliminated. He recognized that the city is reliant on the County for supplying the population <br />information and asked if the city could use drones to monitor deer activity. The Parks and <br />Recreation Director stated that is something they could look into, as well as alternate measures <br />of data that can be tracked and monitored. <br />Mayor Fischer asked about residents feeding deer. The Parks and Recreation Director urged <br />residents not to feed wildlife, as there is food available for them in the community. <br />Mayor Fischer asked if there is a plan to address the goose population. The Parks and <br />Recreation Director stated that staff is currently working to set up a Natural Resources <br />Management Plan, and all wildlife management will be a part of that. <br />Miller introduced the following resolution and moved its adoption: <br />RESOLUTION NO.2026-6-93 — APPROVING THE 2026 DEER MANAGEMENT <br />PROGRAM, WHICH INCLUDES NO RECOMMENDED CONTROL IN 2026 <br />3 <br />
