MINUTES <br />CITY COUNCIL <br />JUNE 22, 2026 <br />when there might be more connections available. He believed that this might be a better fit for a <br />self-contained business. <br />Thompson stated that this process will help to create a development brochure that staff can use <br />to market the site. <br />Miller recognized the difference in the site now, compared to five years from now, when the <br />pedestrian bridge and community building may be done. <br />Malone stated that the visibility might be a downside, but could also be attractive as it creates <br />more privacy and fits better with the character of the community. <br />President Fischer stated that unless you knew, you would not know Abbott has multiple buildings <br />in the community because they are tucked back and more hidden. He stated that the City has <br />recently lost a few properties to non-profit status. He also recognized the additional housing and <br />affordable housing that have been constructed, which leads him to determine that this will need <br />to be commercial, tax -generating property. He stated that neighbors would appreciate a <br />business rather than a nightclub use. He stated that he has heard that some of the businesses to <br />the south may be interested in a partnership, so it may be worth exploring a multi -tenant space. <br />Malone commented that whoever comes in, that investment will only appreciate because of the <br />infrastructure investments being made. <br />President Fischer stated that during a business day, there are thousands of people .in the <br />community, and asked if there would be a possibility that part of the development could be <br />something similar to the Market at Malcom Yards. <br />Thompson confirmed that could be part of the vision but noted the challenges with attracting and <br />operating that type of use. President Fischer recognized that uses would need to be practical. <br />The Community Development Director stated that part of the RFP process will determine what <br />developers believe is feasible for the site. He stated that will give them an idea of the market and <br />feasibility for the site. He confirmed that if the city does not like the proposals, it can reject the <br />proposals. <br />Malone asked if the RFP would set parameters such as when the property would need to be <br />purchased. The Community Development Director confirmed that the city would set those <br />parameters, noting that the City Attorney will provide additional guidance on those parameters as <br />they move forward. <br />President Fischer asked each Councilmember to provide one type of development that must be <br />explored and one that should be avoided. He stated that he is not interested in housing and <br />would like to see some form of commercial development. <br />Kwapick stated that he aligns with that logic as well because of the amount of residential <br />development that has occurred in recent years. He stated that he would like to see a business <br />that does not have extended, late -night hours, because of the proximity to residential <br />development. He believed that this was a commercial corridor, and the property should be <br />developed in that manner. <br />
