MINUTES <br />CITY COUNCIL <br />JUNE 22, 2026 <br />Miller agreed that housing would be challenging, and he would also lean towards a commercial <br />business, perhaps one that can serve the residents in that area while also generating property <br />taxes. He stated that he would be open to a restaurant use but would not want to drive that <br />process. <br />Malone stated that this is a clean slate and is exciting. She stated that she does not have <br />anything she would say no to at this point. She agreed that this is a commercial corridor and the <br />site could work in conjunction with the businesses in the area, while not inhibiting those who live <br />in that area. She stated that she would be open to anyone who could provide a great proposal. <br />President Fischer recognized the professional experience of staff and asked for their opinions on <br />that question. <br />The City Administrator commented that he is glad they are looking at this and advocated for uses <br />that would generate tax base for the City to take the burden off residents. He stated that he <br />would love to see this be a green space, but unfortunately, it would be difficult to do that when <br />they need to generate more taxes. <br />The Assistant City Administrator commented that this is a great opportunity with the EDA owning <br />the property and the ability to consider unique partnerships. She stated that this is an <br />opportunity to be the leaders. <br />The City Clerk stated that this would be a beautiful site for a small corporate campus, similar to <br />Abbott, as it is tucked into the trees. She believed that would also be a better neighbor, as it <br />would operate during the business day and would not attract outside customers. She did not <br />believe a hotel would be a good fit for this site and neighborhood. <br />The City Engineer stated that while this is outside of his area of expertise, it is cool that the EDA <br />can create a vision for the property. He suggested a use that would benefit the residents, such <br />as a medical, wellness, or fitness use. <br />The Community Development Director agreed that a community -oriented service would be great, <br />but was skeptical that they would receive proposals on that type of use. He did not believe it <br />would be out of the realm of possibility that they could attract an office -type use. He agreed that <br />they could maintain the trees/garden space on part of the property with an office user if the <br />developer were open to that possibility. He recognized that they may not get the community <br />service option out of the use but could perhaps attract a quiet tax -generating user. <br />President Fischer stated that perhaps they could lead the proposals towards what they are <br />looking for by including a bulleted list. <br />Malone commented that she would not want to see fast food developed on the property because <br />of the litter that is generated from those users. <br />Kwapick agreed that he would not want to see a fast-food user because of the light that shines <br />on neighboring properties from the headlights in a drive-thru. <br />0 <br />
