MINUTES <br />CITY COUNCIL <br />JUNE S, 2026 <br />Dave Triplett, Ramsey County Deputy Auditor, provided background information on election <br />administration in Minnesota, as well as election staffing, upcoming elections and expected <br />turnout, voting trends, and election security and emergency preparedness. He provided <br />additional information on the security of the voter registration database and the security of voted <br />ballots. He reminded residents of the different ways to vote and provided information on election <br />night result reporting. He provided additional details on the process for residents to sign up to <br />serve as Election Judges. <br />Miller asked if the County is receiving resistance from schools on whether they want to continue <br />to serve as polling locations. Triplett stated that they do receive some pushback every few years, <br />especially more recently. He explained that some school districts have declared Election Day as <br />a non -school or e-learning day for the November General Election, and for those that have not, <br />they work closely with the security team to ensure safety. He stated that the decision is <br />ultimately up to the school districts and the cities, which then declare the polling locations <br />through resolution. <br />Kwapick asked about the rule for receiving and counting mailed -in ballots. Triplett stated that in <br />Minnesota, the mail -in ballot needs to arrive at the office by 8 p.m. on Election Day. He noted <br />that each state has its own timeline and deadline for mailed ballots. <br />Mayor Fischer referenced a recent newspaper article that stated that Minnesota left on its own <br />without federal assistance for Election Day security and asked for more information. Resolution declared adopted. <br />STAFF REPORTS <br />2ND QUARTER 2026 STRATEGIC PLAN UPDATE <br />The City Administrator presented the quarterly Strategic Plan update for the second quarter. He <br />provided a brief plan overview, highlighted information on the reporting dashboard, and provided <br />a progress snapshot. <br />K <br />
