MINUTES CITY COUNCIL JUNE S, 2026 Dave Triplett, Ramsey County Deputy Auditor, provided background information on election administration in Minnesota, as well as election staffing, upcoming elections and expected turnout, voting trends, and election security and emergency preparedness. He provided additional information on the security of the voter registration database and the security of voted ballots. He reminded residents of the different ways to vote and provided information on election night result reporting. He provided additional details on the process for residents to sign up to serve as Election Judges. Miller asked if the County is receiving resistance from schools on whether they want to continue to serve as polling locations. Triplett stated that they do receive some pushback every few years, especially more recently. He explained that some school districts have declared Election Day as a non -school or e-learning day for the November General Election, and for those that have not, they work closely with the security team to ensure safety. He stated that the decision is ultimately up to the school districts and the cities, which then declare the polling locations through resolution. Kwapick asked about the rule for receiving and counting mailed -in ballots. Triplett stated that in Minnesota, the mail -in ballot needs to arrive at the office by 8 p.m. on Election Day. He noted that each state has its own timeline and deadline for mailed ballots. Mayor Fischer referenced a recent newspaper article that stated that Minnesota left on its own without federal assistance for Election Day security and asked for more information. Ayes (5). Nays (0). Resolution declared adopted. STAFF REPORTS 2ND QUARTER 2026 STRATEGIC PLAN UPDATE The City Administrator presented the quarterly Strategic Plan update for the second quarter. He provided a brief plan overview, highlighted information on the reporting dashboard, and provided a progress snapshot. K
