2050 Comp Plan June, 2026 Page 6 Task 15: Final Plan Creation, Adoption and Completion Final Plan: This task completes the project and creates a complete document in cohesive format. Accessibility: Bolton & Menk will follow best practices for document accessibility. Additional accessibility measures—such as converting maps and tables into accessible formats—may be requested and will incur additional costs. We are happy to amend the scope to meet the community’s accessibility needs. Public Document Summary: We will prepare a “plain language” public facing summary document of the 2050 Comp Plan. Planning Commission Public Hearing: Our team will support city staff for their Planning Commission hearing on the final draft of the 2050 Comprehensive Plan . City Council Approval: Bolton & Menk staff will support city staff in their City Council meeting to present the final draft plan. Estimated Fees Bolton & Menk estimates the fee to complete the scope of work at approximately $105,080. A breakdown of the estimated hours and associated fee is as follows: Task 1: Project Initiation and Management 86 hours $14,500 Task 2: Community Engagement 72 hours $10,440 Task 3: Chapter 1- Goals, Vision, Context Setting 14 hours $2,000 Task 4: Chapter 2- Demographics and Land Use 43 hours $6,575 Task 5: Chapter 3- Housing 20 hours $3,000 Task 6: Chapter 4- Transportation 65 hours $12,860 Task 7: Chapter 5- Water Resources – Wastewater 30 hours $5,630 Task 8: Chapter 6- Water Resources – Water Supply 27 hours $4,985 Task 9: Chapter 7- Water Resources – Surface Water 28 hours $5,240 Task 10: Chapter 8- Parks and Trails 40 hours $6,160 Task 11: Chapter 9- Climate 30 hours $4,415 Task 12: Chapter 10- Natural Systems 33 hours $5,265 Task 13: Chapter 11- Implementation 37 hours $6,120 Task 14: Preliminary Submittal, Public Comment, and Plan Revisions 54 hours $9,370 Task 15: Document Creation, Plan Adoption, Completion 63 hours $8,520 Total Estimate 642 hours $105,080 Estimate to update Water, Stormwater, Sewer Plan by Engineering (separate scope) $60,000 Proposed Timeline We anticipate approximately 12 months to prepare the plan, followed by a required six-month review period and a six-month adoption process. Under this schedule, work would begin in August 2026 and conclude with plan adoption in early 2028.
