2050 Comp Plan <br />June, 2026 <br />Page 5 <br /> <br /> <br /> <br />Task 11: Chapter 9 Climate <br />Building on the existing and future land use maps, we will prepare a new Climate chapter that meets <br />the Metropolitan Council’s minimum requirements and addresses strategies for resilience and <br />sustainability. This chapter will include: <br /> <br />• GHG Inventory <br />• Strategies for reducing GHG’s <br />• Reduction Strategies Impact <br />• Climate Hazards and Strategies <br />• Food Systems Strategies <br /> <br />Task 12: Chapter 10 Natural Systems <br />We will draft a new natural systems chapter to include minimum requirements of the Met <br />Council: <br />• Map of Natural Systems <br />• Opportunities for Protections <br />• Protection Improvement Goals <br />• Protection Strategies for Goals <br /> <br />Task 13: Chapter 11 Implementation <br />We will prepare an Implementation chapter that meets the Metropolitan Council’s minimum <br />requirements and provides clear guidance for plan execution. We will include city staff led <br />implementation strategies for land use and housing. This chapter will include: <br /> <br />• Identified Zoning Code and Map Changes <br />• Zoning Map and Category Descriptions <br />• Economic Development and Housing Strategies <br />• CIP (prepared by the City) <br />• Other Local Controls and Policies <br /> <br />Task 14: Preliminary Submittal, Public Comment and Plan Revisions <br />Public Comments: This phase includes completion of the public input. We will prepare reviews <br />for adjacent and affected jurisdictions and provide responses to all public comments. <br />We will submit the draft plan to the Metropolitan Council for preliminary review. <br />Approximately 32 hours have been allocated for revisions and to address Metropolitan Council <br />comments prior to the public comment period. Following this review, we will evaluate and <br />respond to all public comments to ensure the plan reflects community input. <br />
