Staff Report

To: Mayor Fischer and Members of the City Council

From: Bryce Shearen, City Administrator

Date: July 8, 2026

Re: League of Minnesota Cities Annual Conference Share Out
Action To Be Considered:
No formal action is requested.
Background:
Three members of the City Council and two staff members attended the 2026 League of
Minnesota Cities Annual Conference. The conference offers elected officials and city staff from
across Minnesota the opportunity to learn about emerging issues, best practices, legislative
updates, leadership strategies, and practical tools to help communities deliver effective local
government services.

The conference featured a variety of educational sessions, networking opportunities, off-site
tours, and discussions with other city officials and professionals. Because multiple
representatives from Little Canada attended, the City was able to participate in a broad range of
sessions and gather information on several topics relevant to the organization and the
community.

Discussion:
The purpose of this workshop item is to provide an opportunity for Council members and staff
who attended the conference to share key takeaways, lessons learned, and ideas that may be
useful to the City of Little Canada. The discussion is intended to be informal and informative, with
each attendee having an opportunity to highlight sessions or topics they found valuable.

Possible areas of discussion may include:
• Legislative updates and issues impacting cities
• Leadership and governance best practices
• Community engagement strategies
• Public safety, infrastructure, and service delivery trends
• Budgeting, finance, and long-term planning considerations
• Workforce, recruitment, and organizational culture topics
• Ideas or practices from other cities that may be worth further discussion

This workshop discussion will also allow the full Council to consider whether any conference
takeaways should be incorporated into future goal setting, policy discussions, staff work plans,
or upcoming Council workshop topics.
Financial Impact:
There is no direct financial impact associated with this workshop discussion. Any future
initiatives, programs, or policy changes resulting from conference takeaways would be brought
forward separately for Council review and consideration, as appropriate.
