<br /> <br /> Staff Report <br /> <br /> <br /> <br />To: Mayor Fischer and Members of the City Council <br /> <br />From: Steven Anderson, Parks and Recreation Director <br /> <br />Date: July 8, 2026 <br /> <br />Re: Potential Amendment of Ch. 2601 of the City Code <br /> <br />Action To Be Considered: <br />Motion to approve, table, or deny the following: <br />• Discuss the presented draft amendment to Ch. 2601 of the city code to incorporate policy <br />around e-bikes. <br /> <br />Background: <br />Electric-assisted bicycles (e-bikes) have become increasingly popular throughout Minnesota and <br />the Twin Cities metropolitan area. E-bikes provide additional mobility opportunities for users of <br />varying ages and abilities and are often viewed as an alternative transportation option that <br />encourages outdoor recreation and active transportation. <br /> <br />As e-bike usage has increased, many communities have begun evaluating whether existing park <br />and trail regulations adequately address the unique characteristics of electric-assisted bicycles. <br />Questions surrounding rider safety, trail etiquette, enforcement, accessibility, and compatibility <br />with shared-use trails have led many Minnesota cities to review or establish policies regarding e- <br />bike use within parks and trail systems. Over the past year, city staff have received several <br />complaints and concerns of dangerous encounters between e-bikes and pedestrians. <br /> <br />Minnesota State Statute Overview: <br />Minnesota Statutes define an electric-assisted bicycle as a bicycle that: <br />• Has fully operable pedals. <br />• Has two or three wheels. <br />• Utilizes an electric motor of 750 watts or less. <br />• Meets one of the State's e-bike classifications. <br />• Includes a tested and certified battery or electric drive system. <br /> <br />Minnesota law recognizes three primary classes of e-bikes: <br />Class 1 <br />• Pedal-assist only. <br />• Motor assistance ceases at 20 mph. <br />Class 2 <br />• Equipped with a throttle. <br />• Motor can propel the bicycle without pedaling. <br />• Motor assistance ceases at 20 mph. <br />Class 3 <br />• Pedal-assist only. <br />• Motor assistance ceases at 28 mph. <br />
