N O R T H W E S T A S S O C I A T E D C O N S U L T A N T S , I N C
MEMORANDUM
TO: Little Canada Mayor and City Council
FROM: Stephen Grittman
DATE: 21 March 1996
RE: Little Canada - Comprehensive Plan Workshop
FILE NO: 758.10
This memorandum is intended to provide some background for the City Council's
review of the Comprehensive Plan at the upcoming workshop meeting on Wednesday
evening. The consideration of the various zoning actions has created some concern as
to the appropriateness of the Land Use Plan illustrated in the Comp Plan Draft. The
Land Use Plan is intended to provide a guide by which the City considers specific land
use regulations and activities. The intent of the Plan and its Policies are implemented
through tools such as the Zoning Ordinance and Zoning Map.
It is important to consider that the City is not necessarily required to enact all of the
zoning measures immediately. Some of them may be better utilized in response to
landowner proposals for development in the future. Particularly in Little Canada where
many of the proposals are redevelopment activities, rezoning at this stage would create
several non - conforming uses. As a result, waiting for a developer to propose a
rezoning and a project which is conformance with the "future" land use plan of the City
could be a better option.
Page 1
