N O R T H W E S T A S S O C I A T E D C O N S U L T A N T S , I N C <br />MEMORANDUM <br />TO: Little Canada Mayor and City Council <br />FROM: Stephen Grittman <br />DATE: 21 March 1996 <br />RE: Little Canada - Comprehensive Plan Workshop <br />FILE NO: 758.10 <br />This memorandum is intended to provide some background for the City Council's <br />review of the Comprehensive Plan at the upcoming workshop meeting on Wednesday <br />evening. The consideration of the various zoning actions has created some concern as <br />to the appropriateness of the Land Use Plan illustrated in the Comp Plan Draft. The <br />Land Use Plan is intended to provide a guide by which the City considers specific land <br />use regulations and activities. The intent of the Plan and its Policies are implemented <br />through tools such as the Zoning Ordinance and Zoning Map. <br />It is important to consider that the City is not necessarily required to enact all of the <br />zoning measures immediately. Some of them may be better utilized in response to <br />landowner proposals for development in the future. Particularly in Little Canada where <br />many of the proposals are redevelopment activities, rezoning at this stage would create <br />several non - conforming uses. As a result, waiting for a developer to propose a <br />rezoning and a project which is conformance with the "future" land use plan of the City <br />could be a better option. <br />Page 1 <br />
