On the other hand the City may, in certain circumstances, wish to rezone some of the <br />properties immediately in order to accomplish specific policy objectives. For instance, <br />immediate zoning control of the site may be desired, as in the case of the Rice Street/ <br />Little Canada Road area zoning to PUD. Or, the City may wish to establish certain <br />uses as non - conformities to limit the potential expansion of inappropriate uses. These <br />issues should be considered in the City's decision to rezone in accordance with the <br />Land Use Plan. <br />For the Council's meeting on Wednesday evening, please think about whether the <br />zoning action would be best undertaken in the near or long term. As a more basic <br />consideration, you may wish to evaluate the Land Use Plan objectives through the <br />zoning necessary to effect them. This provides a positive check on the Land Use <br />Plan's direction. <br />As a final note, the City may wish to withhold any rezoning at least until the Plan is <br />officially adopted, and possibly until after the point at which Met Council approves it. It <br />is standard Met Council practice to reject the City's first attempt at major <br />Comprehensive Plan amendments for various reasons, usually "incomplete <br />information ". It is unlikely that any substantive changes to the Plan would be required <br />by the Council (they don't have that kind of authority). However, the City may choose a <br />different route based on later Met Council comment, so it is possible that a zoning <br />activity could occur prematurely. <br />As an agenda for the Workshop, I would suggest that we work through the Plan as we <br />have in the past, section by section. Any changes to the text or plans which you direct <br />can be accomplished well in advance of the public hearing. <br />Page 2 <br />
