MINUTES <br />PLANNING COMMISSION <br />MARCH 14, 1996 <br />Fasciana reported that the twin home plan submitted has <br />been changed somewhat in that the twin home will now <br />have a basement. Since there are soil corrections <br />needed for the home, and 11 feet of soils must be <br />removed, a basement will be installed rather than <br />having a slab -on -grade structure. <br />Fasciana reported that Mr. Larson is planning to live <br />in half the twinhome, and rent out the other half. <br />Keis asked the value of the structure. <br />Larson reported that each unit will be in the $90,000 <br />to $110,000 range. With the needed soil corrections, <br />it is expected that the value will be closer to <br />$110,000. <br />Carson pointed out that the property used to be a slew. <br />Fasciana reported that that was correct. When County <br />Road C was improved, the City had some dirt to get rid <br />of and asked if the lot could be filled. Fasciana <br />reported that he agreed to the filling. However, now <br />this dirt must be removed so soil corrections can be <br />made. <br />Fasciana reported that the driveways would be accessed <br />via Sylvan. Fasciana indicated the twinhome would meet <br />all setback requirements, and no variances are being <br />requested. <br />Jim Gustafson reported that he owns a lot on Sylvan <br />which he plans to build on. Gustafson pointed out the <br />area is a single - family neighborhood. Gustafson <br />reported that he lives on Ruth Street in a single - <br />family home with multiple - family housing across the <br />street. Gustafson indicated this is fine since he <br />bought his home knowing about the multiples. However, <br />when he bought his Sylvan Street lot it was with the <br />knowledge that the area is zoned single - family. <br />Gustafson reported he opposed the rezoning because he <br />has seen what rental property can do to a neighborhood. <br />Jerome Wester, 2590 Sylvan Street, indicated he opposed <br />the rezoning. Wester pointed out there are 17 houses <br />on Sylvan, and all are single - family. Wester felt <br />rental property would bring down the value of the <br />neighborhood.
