Hanson <br />As a result of your request for an all -way stop at Little Canada <br />Road and McMenemy Road, the Ramsey County Sheriff's Department as <br />well as Ramsey County Public Works did a study of this <br />intersection. I have attached copies of their responses for your <br />information. As you can see, while the Ramsey County Sheriff's <br />Department feels that an all -way stop would be beneficial, Ramsey <br />County Public Works does not feel it is warranted by either <br />accident rate or traffic volummes. Both agencies would support <br />the addition of a crosswalk at the intersection. <br />Please be advised that this information will be presented to the <br />City Council at their meeting Wednesday, April 24, 1996 at City <br />Hall. Discussion of this matter should occur at approximately <br />8:30 P.M. Please feel free to attend this meeting to provide the <br />Council with your input. <br />With regard to your inquiry about freeway noise barriers, City <br />staff has discussed this issue with representatives of the <br />Minnesota Department of Transportation. They inform us that the <br />Legislature is requiring MN DOT to do a priority noise study <br />which must be completed by February 1, 1997. Once the <br />Legislature has this study, they will decide whether or not to <br />fund any noise barrier projects. These projects would compete <br />for funding with other projects such as bridge deck <br />reconstruction. MN DOT estimates that noise barriers cost $1 <br />million per mile to construct. <br />Staff also discussed the possibility of plantings as noise <br />barriers along the freeway. MN DOT indicated that they do <br />plantings as part of scheduled highway improvement projects based <br />on funding availability. However, typically they do not do a <br />great deal of plantings since they have found plantings do not <br />have a significant effect on noise levels, but rather more of a <br />psychological effect. <br />Page 80 <br />
