Staff also discussed with MN DOT the possibility of grant <br />programs for funding planting projects along the freeway. We <br />have found that there are three options: <br />1. ISTEA Grant Funds. The City must provide a 20% match, <br />which cannot be in -kind service. MN DOT indicated, <br />however, that in Minnesota landscape projects have <br />competed very poorly for these dollars. <br />2. Area Transportation Partnership Program. This would <br />involve participation by the Metropolitan Council, <br />Ramsey County, and the City. <br />3. Community Landscape Partnership Program. The City <br />would need to explain what it wants to accomplish <br />through a planting project.
