Director MICHELLE DeBACE, Program Coordinator MEMORANDUM TO: Mayor Fahey & Members of the City Council FROM: Jim Morelan, Parks & Recreation Director DATE: December 15, 1995 RE: Parks & Recreation Department Staffing In response to some questions that were raised by Council at the November 22, 1995 meeting, I would like to offer the following information. I feel that this information shows that it would be a prudent move for the City to hire Michelle DeBace as a full -time employee. This past spring I asked Michelle and Jack to conduct an analysis of the time they spend working at their respective Parks & Recreation Department positions. I chose the months of April, May and June to keep track of hours worked. I felt this period represented a good mix of different work load of the Department. Although their salaries are based on 25% of a full -time employee, the actual hours worked have always exceeded that amount, resulting in the City getting more than they paid for. The actual amount of hours documented during that three month period is as follows: Employee Michelle DeBace Jack Fitzgerald Jim Morelan Average Total per Week Hours 13.5 175.7 13.3 172.5 51.4 668.2 Totals: 78.2 1,016.4 It should be noted that these are actual hours documented and both Jack and Michelle admit that there are probably hours that never were counted due to the "round the clock" nature of their positions.
