Director <br />MICHELLE DeBACE, Program Coordinator <br />MEMORANDUM <br />TO: Mayor Fahey & Members of the City Council <br />FROM: Jim Morelan, Parks & Recreation Director <br />DATE: December 15, 1995 <br />RE: Parks & Recreation Department Staffing <br />In response to some questions that were raised by Council at the <br />November 22, 1995 meeting, I would like to offer the following information. <br />I feel that this information shows that it would be a prudent move for the <br />City to hire Michelle DeBace as a full -time employee. <br />This past spring I asked Michelle and Jack to conduct an analysis of the <br />time they spend working at their respective Parks & Recreation Department <br />positions. I chose the months of April, May and June to keep track of <br />hours worked. I felt this period represented a good mix of different work <br />load of the Department. <br />Although their salaries are based on 25% of a full -time employee, the <br />actual hours worked have always exceeded that amount, resulting in the City <br />getting more than they paid for. <br />The actual amount of hours documented during that three month period is as <br />follows: <br />Employee <br />Michelle DeBace <br />Jack Fitzgerald <br />Jim Morelan <br />Average Total <br />per Week Hours <br />13.5 175.7 <br />13.3 172.5 <br />51.4 668.2 <br />Totals: 78.2 1,016.4 <br />It should be noted that these are actual hours documented and both Jack and <br />Michelle admit that there are probably hours that never were counted due to <br />the "round the clock" nature of their positions. For instance, it is <br />difficult to remember to list every phone call that they receive at home on <br />behalf of the City. <br />The Council has expressed concern to me in the past in regard to the <br />Page 1 <br />
