Mayor & City Council Page 3 <br />December 15, 1995 <br />- Additional involvement with Market Place Morning Talks. <br />These are areas of expansion that have been formally discussed <br />to -date, and there is the potential of more to follow. However, <br />implementing these requires time. Much of that time needs to be <br />put in during the day, as opposed to the evenings and weekends <br />when most of the youth activities occur. <br />* Several new youth activities have been offered in the past couple <br />of years, along with changes in existing programs. Some of these <br />were a direct result of Michelle's input from her experiences <br />with programs in other cities that she has worked for. With her <br />working for us on a full -time basis, I am confident that we would <br />have the staffing necessary to accomplish the offering of even <br />more of these youth activities, plus being able to further <br />enhance our existing programs. <br />* There presently exists many other areas that I would like to see <br />have Department involvement. For example, we have been requested <br />by the School District to have someone from the Parks & <br />Recreation staff be on the Community Education Advisory <br />Committee. This would, in part, involve attending additional <br />meetings. As you can see by the documentation of hours worked by <br />the present staff, I do not have the time and both Jack and <br />Michelle are already exceeding the ten hours per week that their <br />salary is based on. In my discussions with them, even with <br />additional compensation, neither of them has any extra time <br />available to work for the City. <br />I feel the hours by themselves that are presently being worked by the Parks <br />& Recreation staff more than justify the hiring of Michelle on a full -time <br />basis and that is what I base my recommendation on. However, there are <br />other points that should be considered in addition to the ones mentioned <br />thus far. <br />* Jack has given notice of resignation at the end of 1996. <br />* Maple Grove Parks & Recreation (where Michelle is also working) <br />is budgeting for an additional full -time position to begin <br />sometime in 1996. Michelle is a very probable candidate for that <br />job, and would not be able to work for Little Canada in her <br />present capacity if she accepted that job. <br />Considering these two points, the best case scenario would be that we will <br />have to replace Michelle at an unknown time during 1996 and also replace <br />Jack at the end of 1996. <br />If we chose to replace both of them with the same number of employees, <br />employment conditions, and amount of hours, it would be advantageous, and I <br />Page 3 <br />
