809.080. REVOCATION. Any license granted hereunder may be <br />revoked or suspended at any time for any failure to pay the license <br />fee or otherwise comply with the terms and conditions of this <br />Chapter. <br />809.090. COLLECTION REQUIRED. Every property owner or <br />occupant of a place of business or multi - family dwelling unit, that <br />accumulates mixed municipal solid waste and recyclables, shall <br />provide for collection as defined in Minnesota Statutes, Section <br />115A.941 regarding required collection. This collection shall be <br />at the person's own expense and shall be at least once a week or <br />at such other times as the City may determine necessary to protect <br />the health and safety of the residents of the City. If a property <br />owner fails to provide for lawful collection as required under this <br />Section, the City may, upon ten (10) days notice by certified mail, <br />provide or contract for collection services. The costs incurred <br />shall be certified to the County Auditor along with real estate <br />taxes as a special assessment. <br />809.100. DISPOSAL OF MISCELLANEOUS ITEMS. <br />(A) Yard Waste. It shall be unlawful for any person to <br />dispose of yard waste into the mixed municipal solid waste stream. <br />All yard waste to be picked up by a licensed hauler shall be placed <br />in separate bags or containers, and shall not contain mixed <br />municipal solid waste, recyclables or other materials. <br />(B) Household Hazardous Waste. Household hazardous waste <br />shall not be disposed of with mixed municipal solid waste, but <br />shall be disposed of at a Ramsey County approved drop -off location. <br />(C) Flammable or Explosive Mixed Municipal Solid Waste. <br />Highly inflammable or explosive materials shall not be placed in <br />containers for regular collection, but shall be disposed of as <br />directed by the City's Fire Marshal, at the expense of the owner or <br />possessor thereof. <br />809.110. LITTERING. No person shall discharge or deposit any <br />mixed municipal solid waste or recyclable materials upon any <br />street, alley, drive, park, playground, or other public place, or <br />upon any privately owned lot in the City. <br />809.120. BURYING AND BURNING OF MIXED MUNICIPAL SOLID DEBRIS, <br />WASTE AND RECYCLABLES. No person shall bury or burn any debris, <br />waste, or recyclables as defined in Section 809.020 of this <br />Ordinance in the City. The only burning allowed in the City is <br />pursuant to Section 1401 of this Municipal Code. <br />809.130. CONTAINERS. Every property owner, occupant or owner <br />of any dwelling unit or place of business shall control the <br />accumulation of refuse on the premises so as to keep the premises <br />in a clean and sanitary condition.
