MINUTES <br />PLANNING COMMISSION <br />FEBRUARY 8, 1996 <br />Motion seconded by Keis. <br />Motion carried 4 - 0. <br />PRELIMINARY The City Planner reported that Mr. Mark Ashby has made <br />PLAT - application for approval of a preliminary plat for the <br />STONERIDGE Denery property. The plat consists of 9 single - family <br />lots, 6 of which would be located on the Denery <br />property and the other 3 on property which the City <br />would sell to the developer. The Planner reported that <br />the Watershed has indicated that the 3 westerly lots <br />appear to be located within a wetland. The Watershed <br />has indicated that the property will have to be <br />professionally delineated to determine the exact <br />boundaries of the wetland, and that the plat cannot <br />proceed until this has been done. If the westerly <br />property is in a wetland, there will either have to be <br />a mitigation plan or the plat will have to be <br />redesigned. The Planner reported that this issue will <br />require that action on the preliminary plat be tabled <br />until the wetland issue is resolved. <br />DeLonais pointed out that the property cannot be <br />delineated until snow has melted and the frost is out <br />of the ground. <br />Ken Gust, engineer for the developer, reported that he <br />called a delineator and was informed that above - ground <br />vegetation can determine whether or not property is <br />wetland. This will have to be verified after the frost <br />is out of the ground. Gust stated that the property <br />does appear on the national wetland inventory map, but <br />may have been determined a wetland before the ditch <br />through this property was deepened. Gust pointed out <br />that there are some oak trees on this property, and <br />oaks do not normally grow in wetland areas. Gust <br />pointed out that the other 6 lots would remain as <br />proposed, and the question is what will remain on the <br />west side of the property after the delineation is <br />done. <br />Carson asked if it were possible to approve the <br />easterly 6 lots at this point. <br />The Planner recommended that the Commission not proceed <br />with any action on the plat until after the delineation <br />is completed.
