Edgerton, it would help quite a bit. Remerowski mentioned <br />that the speed limit starts out.on Edgerton in Vadnais Heights <br />as 30 m.p.h., increases in Little Canada to 40 m.p.h., and <br />drops in Maplewood to 30. He suggested this issue would be <br />worthwhile to discuss during a summer meeting in which the <br />Parks and Recreation Commission could make a visit to the area <br />and observe the speed and flow of traffic to determine if the <br />current speed limit is too high for a bike path. Johnson and <br />Rajanen felt this area is an important link, and an <br />investigation into this was a valid endeavor. Johnson <br />requested that the county be contacted to determine why the <br />speed limit changes at Highway 36 /Edgerton interchange. The <br />City Administrator mentioned that how people "drive" the road <br />is part of the criteria used to determine speed limit, and to <br />to reduce speed limits has been a difficult endeavor. <br />The City Administrator noted for future reference that a map <br />with only the completed trails marked would be easier to <br />define than a map with completed trails and all proposed <br />trails. He stated that natural links in the existing trails <br />would be apparent, and this clarity would help the commission <br />prioritize the proposed trails. Ables suggested that a list <br />be compiled to rank the trail proposals. This request was <br />noted by the Bill Sanders, and he felt he could put this <br />together quickly and have it ready for discussion for the next <br />meeting. <br />Holm requested that the speed limit on Centerville Road also <br />be investigated by the City Administrator, especially the area <br />from Little Canada Road to Pioneer Park. Sanders mentioned <br />that another trail area that should be looked at is from <br />Spooner Park to Pioneer Park along Centerville Road. Johnson <br />agreed this was an important area. Holm stated that because <br />there is not a shoulder, there is not a good way to get from <br />Spooner Park to Pioneer Park along Centerville Road. The City <br />Administrator remarked that this is on the list to the county <br />and it is not scheduled in the next 2 or 3 years. <br />RECREATION Johnson stated that due to the workshop meeting with the <br />PROGRAM council, it was requested that the Parks and Recreation <br />SURVEY AND Commission prepare a survey that can be given to residents, <br />EXPANSION and to determine the expansion mission. <br />Remerowski felt there were questions that needed to be asked <br />of residents to determine if there is interest in recreation <br />program expansion. He added that manpower for the <br />questionnaire should be on a volunteer basis, rather than <br />funded by the City. Ables stated she believed the purpose of <br />the survey was to determine if there were other activities the <br />citizens wanted, such as handicapped, senior programs or <br />programs based in the arts rather than just physical <br />activities. Remerowski stated a committee should be brought <br />together to determine who was interested, first of all, and <br />secondly, to what extent they are interested, as far as cost <br />goes. Johnson felt a legitimate question to ask on the survey <br />is to what extent are residents willing to pay for an increase <br />in program expansion. <br />8 <br />Page 91 <br />
