Hanson <br />MEMORANDUM <br />TO: Mayor Fahey & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: October 17, 1996 <br />RE: Amendment to Refuse Service Contract <br />Please find attached a proposed amendment to the Refuse Service Contract that addresses the reduction in <br />tipping fees the haulers have benefitted from this year. The key provisions are as follows: <br />Contract is extended through the year 2001 versus the initial expiration in 1998. In 2001, the <br />contract will be renegotiated. There are no options for renewal as would have been available <br />in 1998 under the existing agreement. <br />Collection rates are revised effective January 1, 1997. (It was not realistic to implement <br />revised rates earlier given quarterly billings which have already gone out. The 90 gallon <br />rate was not revised as our rate was already lower than their rate. <br />The rates stated above are locked in through 1998 with the only exception being an increase <br />of 10% or greater in tipping fees. Given negotiations involving the NSP Newport facility and <br />the various County solid waste organizations, it seems likely that tipping fees will be locked <br />in at their current $38 per ton charge until December 31, 1998. <br />Staff feels we have negotiated an excellent adjustment to the current contract and we would recommend <br />your approval subject to any comments the City Attorney may have. <br />JRH:kpv <br />Enclosure <br />Page 120 <br />
