Our organization members prepare and provide hot dinners monthly to the <br />homeless at Dorothy Day Center and Chapel of Hope. <br />As we all are well aware of due to the Federal and State budget cuts, we strongly believe that <br />the challenges and opportunities to serve the community for local charities like ours are <br />unprecedented and ever greater!! <br />Meanwhile, due to the severe competetion from Indian casinos and State Lottos in addition to <br />ever increasing Minnesota State taxes (according to the survey conducted by the National <br />Association of Fundraising Ticket Manufacturers, the tax bite of Minnesota charitable gaming <br />organization in 1994 was nearly twice that of the next highest state, Washington.), our resources <br />of fund raising from Charitable gaming has been declining ever since 1989. <br />However, due to 1995 changes in Minnesota Gambling Statutes and related Gambling Control <br />Board rules, each licensed organization now may be allowed to conduct a maximum of ten(10) <br />Bingo occassions per week, instead of seven(7) occassions per week under the prior laws. <br />Thus, our organization can be allowed to conduct three(3) additional occassions or two <br />additional evenings. <br />In order to compensate the declining funding resources from charitable gaming and to meet the <br />challenges and opportunities ahead of us, the new provision of the law was discussed at our <br />Board of Directors meeting held in September 1995, and our Board members unanimously <br />resolved that the organization management would request our City council for our organization to <br />be allowed three(3) additional Bingo occassions. The same provision was also discussed at our <br />organization monthly membership meeting held on November 20, 1995 and our members <br />unanimously approved the organization management to seek City council approval for an <br />additional three(3) Bingo occassions per week. <br />We sincerely hope that in accordance with the spirit of and incentives implied in the City <br />Gambling Ordinance which requires at least a three(3) year residence requirement prior to being <br />licensed, our organization based in our City over the last 15 years would be granted an additional <br />three Bingo occassions per week as soon as practically possible. <br />We would like to take this opportunity to thank you for the support, encouragement and <br />advice to our organization in the past.
