Director <br />MICHELLE DeBACE, Program Coordinator <br />MEMORANDUM <br />TO: Mayor Fahey & Members of the City Council <br />FROM: Jim Morelan, Parks & Recreation Director <br />DATE: November 8, 1996 <br />RE: Hiring of Program Coordinator <br />Interviews have been completed on the candidates for the position of Parks & Recreation <br />Program Coordinator. They were conducted by Michelle DeBace, Jack Fitzgerald, and <br />myself. Advertisement for the position was done via the Review, Cable Channel 16, and <br />posting at City Hall. <br />Six applications were received. Interviews were conducted on five of the applicants. At the <br />conclusion of the interviews, we felt that two of the applicants met most of the qualifications <br />and warranted further consideration. After checking references on those two candidates, <br />Michelle, Jack, and I met again and unanimously agreed that Don Bowman would do the best <br />job for the department. Don has extensive previous experience in the area of organizing and <br />coaching both youth and adult programs, and purchasing uniforms and athletic equipment. <br />He also has already had the benefit of being involved in Little Canada programs as coach, <br />official, and parent. Additionally, Don is well acquainted with the Maplewood Parks & <br />Recreation Department. He has worked with them as an official, coordinator of officials, and <br />coach. This established relationship will be of great value to us as many of our youth athletic <br />programs are coordinated by or conducted with Maplewood. <br />None of the people interviewed had all of the desired qualifications. However, Don <br />possessed those deemed most important. One of the areas of desired criteria that Don could <br />not meet was availability to spend time in the office during weekday, daytime hours He has <br />a full-time job with the St. Paul Water Utility Department. It was discussed in the past that <br />the presence of someone in the office during the daytime may reduce some of my workload <br />and eliminate the handling of many routine phone calls by myself. While that may be true of <br />someone who could spend a substantial part of the day in the office, we concluded after <br />further thought that the amount of time that a person in this position could be here during the <br />day would be of little benefit in that regard. The position is budgeted based on <br />approximately 15 hours per week and the majority of hours need to be spent during evenings <br />and weekends when most of the programs are being conducted. I felt that more dedication of <br />existing office staff to the Parks & Recreation Department would be much more efficient in <br />achieving some of these previously discussed goals. <br />Page 29 <br />
