e 9V /4 ` emaala
515 Little Canada Road, Little Canada, MN 55117 -1600
(612) 484 -2177 / FAX: (612) 484 -4538
NEIGHBORHOOD MEETING MINUTES
AUSTRALIAN AVENUE STREET IMPROVEMENT
OCTOBER 29, 1996 - 6:30 P.M.
MAYOR
Michael I. Fahey
COUNCIL
Beverly Scalze
Jim LaValle
Steve Morelan
Bob Pedersen
ADMINISTRATOR
Joel R. Hanson
Attendance: Paul Heuer, Bonestroo & Associates; Harlan Olson, Bonestroo & Associates,
Scott Tangen, Public Works Director, and Joel Hanson, City Administrator.
The City Administrator welcomed those in attendance. He explained that the City
periodically reviews streets for reconstruction and recommends those needing work to
the Council for consideration. For those streets where reconstruction is warranted, a
neighborhood meeting is held to review the proposed project and receive the input of
affected residents. He stated Australian Avenue has deteriorated to the point where
attention is warranted. Staff acknowledged this street doesn't necessarily have to be
reconstructed immediately, but the day is rapidly approaching when it will need to be
done. The cul- de-sac issue also contributes to the need for this project.
Paul Heuer then explained the proposed project. He said the roadway would be
proposed to be 28 feet wide within the current 40 -foot right -of -way. Concrete curb and
gutter would be installed using barrier curb. Right -of -way difficulties will be
encountered and the need exists for temporary construction easements to facilitate the
project. He then reviewed his hand -out sheet (copy attached). He noted the current
road width is approximately 24 feet. The cul -de -sac at the west end would be paved at a
30 foot radius as has been previously discussed.
The owners at 95 Australian liked the idea of the drainage improvements because they
have had 1 to 1 1/2 inches of water standing in their driveway during the Spring run -off.
Steve Morelan added his comments on the proposed project (see letter dated October
29, 1996 attached).
The City Administrator noted that he had talked with Jim Greger of 107 Australian
Avenue. Mr. Greger questioned the need for curb and gutter. The staff reviewed the
basis for it. Mr. Greger also felt that 8 feet of the roadway should be paid by the Parks
& Recreation Department due to the roadway's designation as a path. The City
Administrator explained that this was highly unlikely to occur.
Another person asked about on- street parking noting that current arrangement at times is
congested which restricts access. This resident indicated that the 28 foot wide width
versus the current 24 feet will be an improvement.
Page 43
