it was suggested that the City look at Australian Avenue east of Lakeshore at the same <br />time to generate a further economy of scale. It was noted that no water main currently <br />exists on Australian Avenue east of Lakeshore. <br />Paul Heuer explained the timeline for the project. He indicated six to eight weeks will <br />be necessary for completion of the project. Construction activity typically will occur <br />between 7 A.M. and 5 P.M. on weekdays. Access will be difficult due to the fact this is <br />a dead -end roadway. The goal will be to provide access to all residents during most <br />nights throughout the project. The most serious access difficulties would likely be <br />concentrated during a one -week timeframe. <br />A question was raised regarding the changes to the roadway grade. Paul Heuer stated <br />there will not be a lot of grade change. Most changes will be done to accommodate <br />yard drainage while maintaining reasonable slope on the roadway surface. The resident <br />at 2721 Lakeshore Avenue noted that street drainage comes into their yard through their <br />driveway. The City Engineer indicated they would review this situation. <br />The City Administrator reviewed the City's assessment policy. He noted a 100 foot lot <br />would yield an assessment of approximately $4,500. That assessment if spread over ten <br />years at 7 1/4 percent interest would have an average annual payment of $635.00. The <br />principal would be equal over the duration of the assessment with interest amounts <br />declining throughout the term, resulting in higher earlier payments and lower payments <br />in the later years. <br />The City Administrator asked for a consensus of those present regarding their opinion on <br />the proposed project. The few residents present indicated indifference as to whether the <br />project occurred in 1997 or later years. There was a consensus this project would be <br />needed in the near future. <br />Staff indicated that a recommendation would be made to the Council at their November <br />13th meeting as to whether or not this project would go forward. A decision on <br />Australian would be tied to a recommendation on Bluwood Avenue given the close <br />proximity of the two projects. <br />The City Administrator thanked those present this evening for taking their time and for <br />their input. <br />Page 44 <br />
