oriented retail type uses which market persons living and working in the area and traveling <br />through the area on Rice Street (i.e., restaurants, entertainment, hair salons, gift shops, <br />etc.). <br />Proposed Use. As noted previously, the proposed use would occupy ± 23,700 square <br />feet of an existing commercial center (3,300 square feet of building occupied by Champion <br />Auto Store). Specifically, the following use breakdowns are proposed: <br />NOTE: 3,000 square feet devoted to outdoor display of pools and spas. <br />As indicated above, more than one -half of the proposed recreational store is to be devoted <br />to storage and /or production. Additionally, 3,000 square feet of outdoor display area has <br />been proposed. <br />Of specific issue is whether the proposed use is in fact consistent with the intent of the <br />City's Rice Street Development Guide, or would more appropriately exist in an alternative <br />location. <br />City Policy. Decisions regarding land use appropriateness are considered matters of City <br />policy to be determined by City officials. Prior to conducting a formal review of various site <br />details, it is considered appropriate to gain a general understanding from the Planning <br />Commission and City Council as to the acceptability of the proposed use.
