RECOMMENDATION <br />The retail aspect of the proposed use is clearly considered an acceptable use of the <br />subject property. Further limited storage and production activities which are incidental to <br />the proposed use are considered acceptable. <br />Considering, however, that more than one -half of the floor area of the proposed use is to <br />be devoted to production and /or storage, it can be argued that the retail aspect of the <br />business is secondary to the proposed production and storage activities. In this regard, <br />the proposed use may be considered "industrial" in nature and more appropriately located <br />in a corresponding zoning district. <br />Initially, it is considered beneficial (to both the City and applicant) to acquire a general <br />understanding of the acceptability of the proposed use in the proposed location and <br />consistency with the intent of the Rice Street - Little Canada Road Area Development <br />Guide.
