RECOMMENDATION
The retail aspect of the proposed use is clearly considered an acceptable use of the
subject property. Further limited storage and production activities which are incidental to
the proposed use are considered acceptable.
Considering, however, that more than one -half of the floor area of the proposed use is to
be devoted to production and /or storage, it can be argued that the retail aspect of the
business is secondary to the proposed production and storage activities. In this regard,
the proposed use may be considered "industrial" in nature and more appropriately located
in a corresponding zoning district.
Initially, it is considered beneficial (to both the City and applicant) to acquire a general
understanding of the acceptability of the proposed use in the proposed location and
consistency with the intent of the Rice Street - Little Canada Road Area Development
Guide. If the Planning Commission and City Council determine that the proposed use at
its proposed location is acceptable, various site details will be reviewed and incorporated
into the PUD approval.
pc: Kathy Glanzer
Greg Schmidt
Gerald Schiltz
3
Page 10
