Hanson <br />TO: Residents of North Star Estates Mobile Home Park, Terrace Heights <br />Mobile Home Park, and Thirty- Twenty Mobile Home Park <br />FROM: Joel Hanson, City Administrator <br />RE: Ordinance Amendment Regarding Mobile Home Parks <br />On the reverse side of this letter is a notice of a meeting of the City's <br />Planning Commission and a public hearing of the City Council at which <br />consideration will be given to amending the City's ordinance to regulate <br />mobile home parks as non - conforming uses. The parks are considered non- <br />conforming because, in most cases, the existing zoning designation does not <br />permit mobile homes as a permitted use. (A portion of Terrace Heights is <br />an exception to this statement.) <br />The problem that exists without this amendment involves the replacement of <br />existing mobile homes. A strict interpretation of our ordinance would <br />prohibit any replacement. The City does not feel this is a reasonable <br />approach. It is in the community's best interests to allow for replacement <br />of units in order to sustain and improve a housing option used by many of <br />our residents. <br />Our proposal will require that any mobile home brought into any of the <br />parks comply with State regulations. State law requires units to be: <br />*Ten (10) feet from a public street or alley; <br />*Each home abut or face a driveway or clear unoccupied space of not <br />less than sixteen (16) feet in width having unobstructed access to a <br />street or alley; <br />*At least ten (10) feet separation between the sides of adjacent <br />homes; <br />*At least three (3) feet between homes when parked end to end; <br />*Parking must be at least ten (10) feet away from adjacent homes. <br />In some cases, units may be located closer to adjacent homes than currently <br />exists. Double -wides could also replace single -wides as long as the <br />aforementioned provisions are complied with. <br />We want to emphasize that our goal is to provide a mechanism to allow the <br />continuation of mobile home uses in a safe and practical manner.
