C C O M M U N I T Y P L A N N I N G • D E S I G N • M A R K E T R E S E A R C H MEMORANDUM TO: Little Canada Mayor and City Council FROM: Stephen Grittman DATE: July 18, 1996 RE: Little Canada - Quicksilver Zoning Compliance FILE NO: 758.09 - 96.13 In considering the request of MBC Enterprise Company for an expansion of their joint parking lot, the City Council became concerned that Quicksilver may be in violation of the 8-3 District requirements of the Zoning Ordinance. A member of the public suggested that the company may be a "truck terminar which would not be permitted In the B -3, General Business District. Truck terminals are not defined in the Zoning Ordinance. We would suggest a definition such as the following: Truck Terminal: A business the principal activity of which is to accept goods for storage or transfer. Characteristic of such a use would be significant levels of deliveries and shipping from the site in question, as well as a building which primarily consists of storage. Quicksilver is a courier business which accepts goods for transfer. The question is whether the property in question is office and administrative service in nature, or whether it is like a truck terminal. I inspected the property on Thursday, July 11 to examine the activity in the building. The Quicksilver space in the building consists of approximately 22,000 square feet. The activities conducted in the building consist of office and administrative functions such as management, billing and personnel; dispatch services between client orders and company drivers; and office supply storage.
