Stat. §325J, which <br />becomes effective on August 1, 1996. Pursuant to Section 2 of <br />this act, cities may continue to license pawnbrokers and regulate <br />pawn transactions. However, city ordinances must now contain at <br />least the minimum provisions of the Pawnbroker Regulation Act. <br />As we have discussed, there are several differences between <br />the Pawnbroker Regulation Act and our code. In some respects, <br />our code goes beyond the new legislation, but in many respects, <br />the legislation has requirements that are not included in our <br />code. As you have requested, I have drafted proposed revisions <br />to our code for only those areas where our code specifically fell <br />short of the Pawnbroker Regulation Act. A summary of the <br />proposed changes is set out below. <br />Little Canada Code §818.030 (C) has been amended to include <br />a requirement of separate licenses for each place of business for <br />a pawnbroker; <br />Little Canada Code §818.120 (C) has been amended to include <br />additional violations of Minnesota law as required by the <br />Pawnbroker Regulation Act; <br />Little Canada Code §818.130 (B) has been amended to prohibit <br />the location of pawn shops within ten miles of a casino; <br />Little Canada Code §818.150 has been amended to require new <br />owners of pawn shops to re -apply for a license; <br />Page 24 <br />
