Mr. Hanson
July 29, 1996
Page Two
Little Canada Code §818.190 has been amended to include new
requirements for record keeping including: recording the
telephone number and description of the person from whom the item
is received, and maintaining records with respect to the maturity
date and interest rates for each transaction;
Little Canada Code §818.270 has added subpart (H) which
provides that the Ramsey County Sheriff's Department be notified
of any license suspension or revocation; and,
Little Canada Code §818.340 has been added to adopt by
reference the Pawnbroker Regulation Act.
As we have discussed, the Pawnbroker Regulation Act still
contains a number of sections that are not covered by our code.
These items include: what shall be printed on each pawn ticket;
the effect of non - redemption of pawn tickets; permitted charges a
pawnbroker may charge; additional prohibitions upon pawnbrokers;
risk of loss on redemption of pawned items; and requirements with
respect to motor vehicle pawn transactions. However, because
Little Canada Code §818.340 adopts the Pawnbroker Regulation Act
by reference, it will not be necessary to specifically re -state
these items in our code.
If you have any questions regarding this matter, please let
me know.
PJS:skd
Very truly yours,
SWEENEL SORER & •STROW
Page 25
