818.150. LICENSE LIMITATIONS. A license will be issued to <br />the applicant only, and only for the business premises as <br />described in the application. The license is effective only <br />for the premises specified in the approved license <br />application. Any change in the ownership of the pawn shop <br />or secondhand goods dealership shall require the application <br />for a new license and the new owner must satisfy all current <br />eligibility requirements. <br />Section 818.190 of the Municipal Code of the City of Little <br />Canada is hereby amended to read as follows: <br />818.190. RECORDS. A licensed secondhand goods dealer and <br />pawnbroker, at the time of receipt of an item, must immediately <br />record in English, in ink or other indelible medium in a book or <br />other hard copy, the following information: <br />(A) a completely accurate description of the item <br />including, but not limited to, any trademark, <br />identification number, serial number, model number, <br />brand name, or other identifying mark on such item; <br />(B) the purchase price; <br />(C) date, time and place of receipt; <br />(D) name, address, residence telephone number, and date of <br />birth of the person from whom the item was received; <br />(E) a description of the person from whom the item was <br />received including approximate height, sex and race; <br />(F) the identification number from any of the forms of <br />identification of the seller: <br />(1) valid picture driver's license; or <br />(2) a state issued photo identification card; <br />(G) the books as well as the goods received must be open <br />for inspection by the appropriate law enforcement <br />agency during normal business hours. Records required <br />by this subsection must be stored and maintained by the <br />licensee for a period of at least three years; and, <br />(H) the maturity date of the pawn transaction and the <br />amount due, and the monthly and annual interest rates <br />including all pawn fees and charges. <br />2 <br />Page 27 <br />
