JUN-20 -1996 12.42 NAC HOUSING GOALS AND POLICIES The Comprehensive Plan contains specific goals and policies for guiding future land use decisions within each Planning District. The housing related goals and polices for each individual district have been included herein for reference. The Comprehensive Plan goal statements for each district are intended to define the City's development objective within that district. The policy statements reference more specific issues within each area. These policies should guide the implementation strategies the City will use to bring about a realization of the goals. Rice Street Corridor Goals • Maintain and improve the Rice Street area as a safe, viable, orderly, productive and enhanced environment for the residents of the community, • Develop a cohesive land use pattern which ensures compatibility and functional relationships among activities. • Preserve and protect property values, • Investigate and utilize public financing alternatives to assist private interests in development, redevelopment, or rehabilitation efforts, when City objectives are furthered in exceptional ways. • Prevent over - intensification of land use development that is development which is not accompanied by a sufficient level of supportive services and facilities (utilities, parking, access, etc.). 612 595 983? P.07 PAGE 4 Policies • All development proposals shall be analyzed on an individual basis from a physical, economic and social standpoint to determine the most appropriate uses within the context of the community as a whole. That is, the development standards of the Zoning District in which the project falls are to be a starting point for evaluation of a particular project, • To the maximum extent possible, development policies and regulations shall be applied consistently and uniformly. It is acknowledged that certain policies will not apply to certain projects, or that within the context of the neighborhood, certain standards may conflict. When they do, the City's policies should be balanced and evaluated to provide the optimal outcome. • To the extent possible, the provision and maintenance of a balanced variety of development types and areas to satisfy the needs, desires and income levels of all people shall be encouraged. An over- supply of one type or variety of development shall be avoided. The community is best served, and new development is best encouraged, when as broad an array of commercial uses are provided as is possible within the context of the marketplace. • Property values shall be protected through the harmonious relationship of land uses, streets and natural features and the maintenance of properties.
