JUN-20 -1996 12.42 NAC <br />HOUSING GOALS AND POLICIES <br />The Comprehensive Plan contains specific goals <br />and policies for guiding future land use decisions <br />within each Planning District. The housing related <br />goals and polices for each individual district have <br />been included herein for reference. The <br />Comprehensive Plan goal statements for each <br />district are intended to define the City's <br />development objective within that district. The <br />policy statements reference more specific issues <br />within each area. These policies should guide the <br />implementation strategies the City will use to bring <br />about a realization of the goals. <br />Rice Street Corridor <br />Goals <br />• Maintain and improve the Rice Street area <br />as a safe, viable, orderly, productive and <br />enhanced environment for the residents of <br />the community, <br />• Develop a cohesive land use pattern which <br />ensures compatibility and functional <br />relationships among activities. <br />• Preserve and protect property values, <br />• Investigate and utilize public financing <br />alternatives to assist private interests in <br />development, redevelopment, or <br />rehabilitation efforts, when City objectives <br />are furthered in exceptional ways. <br />• Prevent over - intensification of land use <br />development that is development which is <br />not accompanied by a sufficient level of <br />supportive services and facilities (utilities, <br />parking, access, etc.). <br />612 595 983? P.07 <br />PAGE 4 <br />Policies <br />• All development proposals shall be <br />analyzed on an individual basis from a <br />physical, economic and social standpoint <br />to determine the most appropriate uses <br />within the context of the community as a <br />whole. That is, the development standards <br />of the Zoning District in which the project <br />falls are to be a starting point for <br />evaluation of a particular project, <br />• To the maximum extent possible, <br />development policies and regulations shall <br />be applied consistently and uniformly. It is <br />acknowledged that certain policies will not <br />apply to certain projects, or that within the <br />context of the neighborhood, certain <br />standards may conflict. When they do, the <br />City's policies should be balanced and <br />evaluated to provide the optimal outcome. <br />• To the extent possible, the provision and <br />maintenance of a balanced variety of <br />development types and areas to satisfy the <br />needs, desires and income levels of all <br />people shall be encouraged. An over- <br />supply of one type or variety of <br />development shall be avoided. The <br />community is best served, and new <br />development is best encouraged, when as <br />broad an array of commercial uses are <br />provided as is possible within the context <br />of the marketplace. <br />• Property values shall be protected through <br />the harmonious relationship of land uses, <br />streets and natural features and the <br />maintenance of properties.
