JUN -20 -1996 12146 NRC <br />• Medium and high density housing is to be <br />included at the periphery of commercial <br />areas. <br />• Discourage the intrusion of commercial <br />land uses in residential districts. <br />• All service and commercial uses shall be <br />adequately screened or buffered from any <br />adjacent residential development. <br />East Portion <br />Goals <br />• Maintain and improve the East Portion of <br />the City as a safe, viable, orderly, <br />productive and enhanced environment for <br />the residents of the City. <br />• Where practical, conflicting and non- <br />complementary uses shall be eliminated <br />through removal and relocation. <br />• Preserve and protect property values. <br />• Substandard housing shall be removed <br />when it is judged not economically feasible <br />to correct deficiencies <br />• Maintain housing stock value by <br />promoting home repairs, maintenance and <br />site clean up through code enforcement. <br />• investigate and utilize public financing <br />alternatives to assist private interests in <br />development, redevelopment, or <br />rehabilitation efforts. <br />612 595 983? P.13 <br />PAGE 10 <br />Policies <br />• All development proposals shall be <br />analyzed on an individual basis from a <br />physical, economic and social standpoint <br />to determine the most appropriate uses <br />within the context of the community as a <br />whole. <br />• To the maximum extent possible, <br />development policies and regulations shall <br />be applied consistently and uniformly. <br />• Land use development shall be related to <br />and reflect transportation needs, desired <br />development and community priorities. <br />• Outside storage of equipment and <br />materials shall be screened and landscaped <br />to eliminate any visual impact. <br />• Property values shall be protected through <br />the harmonious relationship of land uses, <br />streets and natural features and the <br />maintenance of properties. <br />• Transitions between distinctly differing <br />types of land uses shall be accomplished in <br />an orderly fashion which does not create a <br />negative (economic, social or physical) <br />impact on adjoining developments. <br />• Standards for development quality shall be <br />established for all land uses to insure an <br />enhancement of community character.
