JUN -20 -1996 1246 NRC <br />and building/property maintenance <br />Ordinances and follow up inspection and <br />enforcement. <br />• Geographic land use designations and <br />related zoning classifications shall be <br />changed only when it can be demonstrated <br />that such modifications are in the ben <br />interest of the community on a long range <br />perspective and such changes will promote <br />land use compatibility and predetermined <br />goals and policies of the Comprehensive <br />Plan. <br />• Immediate, short range market potential <br />and demands for activities which are not <br />suggested for a site or area by the <br />Comprehensive Plan or allowed by the <br />Zoning Ordinance shall not be the sole <br />justification for a change in activity. <br />• Strongly discourage any further spot or <br />uncoordinated linear commercial or <br />residential development in favor of a <br />unified development pattern. <br />• When opportunities arise, existing spot <br />and uncoordinated commercial or <br />residential development shall be <br />consolidated into more functional patterns. <br />• Standards for development quality shall be <br />established for all land uses to ensure an <br />enhancement of community character. All <br />such standards shall be strictly adhered to <br />and enforced. <br />• An aesthetically pleasing environment free <br />from excessive outdoor storage shall guide <br />the physical development of the East <br />Portion of Little Canada. <br />612 595 983? P.14 <br />PAGE 11 <br />• Violations of property maintenance which <br />infringe upon residential neighborhood <br />quality, pose public health and safety <br />problems and threaten neighboring <br />property values shall be aggressively <br />eliminated. <br />• The attractiveness of the East Portion of <br />Little Canada shall be enhanced through a <br />continuing program of civic beautification; <br />tree planting; maintenance of property, <br />buildings, and streets; and other measures <br />which will promote an aesthetically <br />pleasing environment, <br />• The City shall respond to the housing <br />needs in the East Portion as they relate to <br />the entire City. Avatiety of housing types, <br />styles, and choices are to be created and <br />maintained. <br />• All new housing shall adhere to the highest <br />community design, planning and <br />construction standards. <br />• Promote and implement programs for <br />housing, rehabilitation, maintenance, <br />redevelopment, and new development <br />through the EDA in order to address the <br />housing needs of Little Canada residents. <br />• Residential development shall be protected <br />from adverse environmental impacts, <br />including noise, air and visual pollution. <br />• Accessory buildings within urban areas <br />shall be of compatible design and size to <br />maintain a residential neighborhood <br />Character.
