IrA <br />Northwest Associated Consultants, Inc. <br />C O M M U N I T Y P L A N N I N G • D E S I G N • M A R K E T R E S E A R C H <br />MEMORANDUM <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: June 10, 1996 <br />RE: Little Canada - Ryan Home Occupation <br />FILE NO: 758.09 - 96.14 <br />Dr. Karen Ryan of 2570 McMenemy Street has applied for a home occupation permit to <br />allow the establishment of a home office with a non- resident employee on site. Under the <br />City's regulations, home occupations are permitted accessory uses in single family <br />districts, as long as there is no visible sign of the business use of property, and it is clearly <br />incidental to the principal residential use of the home. The Zoning Ordinance classifies <br />those home occupations which require a non - resident employee as needing a "Special <br />Home Occupation Permit ". This classification provides for City review to make sure that <br />the home occupation remains incidental in nature, and that the business use causes no <br />disruption of the residential character of the neighborhood. <br />The Ryan proposal appears to meet the intent of the home occupation regulations. The <br />business use of the property is primarily office related, with no patient visits to the home. <br />Dr. Ryan notes that the employee will not be driving to her employment, although such a <br />situation could conceivably change with a change of personnel. However, the hours are <br />few, and an occasional single automobile should not affect the area. A sketch site plan <br />of the property should be provided by the applicant to document the ability to park one <br />automobile off - street without interfering with residential traffic. <br />Special home occupation permits are granted for one year, after which the City may renew <br />them for three year intervals if the business activity is shown to coexist compatibly with the <br />neighborhood.
