MINUTES <br />PLANNING COMMISSION <br />JUNE 13, 1996 <br />The City Planner asked if Green's company leases space <br />from its competitors. <br />Green replied that they do. <br />The Planner asked for an estimate of the cost to <br />construct the tower proposed. <br />Green estimated between $60,000 and $80,000. Green <br />reported that his company would be placing six antenna <br />panels on the tower. If they were required to <br />construct a monopole tower, this type of tower may not <br />support the weight of additional antennas. <br />Keis stated that he did not want to see numerous towers <br />in the City, and suggested this tower be constructed <br />strong enough to support additional antennas. <br />Carson asked where the next towers would be in Green's <br />system. <br />Green replied that they are proposing to place antennas <br />on the City's water tower as well as Roseville's water <br />tower. <br />Keis suggested a restriction on the number of towers in <br />the City and requiring future companies to locate on <br />existing towers. <br />The Planner agreed the City could require as part of <br />this Conditional Use Permit that Green lease space to <br />other users at market rates. <br />Carson indicated he would rather see one tower <br />constructed than numerous ones. <br />Green pointed out that a monopole tower would be strong <br />enough for several whip antennas, but not panel <br />antennas. Whip antennas are used for two -way <br />communications and pagers. Cellular began using whip <br />antennas, but as capacity got higher, it had to go to a <br />sectorized system using panel antennas. Green reported <br />that the lattice tower would support 18 panel sets as <br />well as whip antennas. His company would be reserving <br />9 panel sets for their use. If additional panel sets <br />over 18 were required, the leasing company would have <br />to strengthen the tower at their expense in order to <br />support the additional panels. <br />10 <br />Page 77 <br />
