MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />APRIL 12, 2006 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 12th day of <br />April, 2006 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor Bill Blesener called the meeting to order at 6:00 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Council Member <br />Mr. Bill Blesener <br />Mr. Jim LaValle <br />Mr. Rick Montour <br />Ms. Barb Allan <br />Mr. John Keis <br />ALSO PRESENT: <br />City Administrator <br />Parks & Rec. Hanson <br />Mr. Jim Morelan <br />Mr. Bill Dircks <br />Ms. Kathy Glanzer <br />2006 GOAL/ It was noted that the purpose of tonight's workshop meeting is to review <br />ACTION PLANS the proposed Action Plans for implementation of the City's 2006 Goals. <br />The Administrator began a detailed review of each Action Plan, and the <br />first reviewed was "Focus on Redevelopment Projects". The <br />Administrator noted that given the differences unique to each of the <br />properties included on the list of potential redevelopment sites, a separate <br />report will be required for each site. As outlined in the Action Plan, These <br />reports will be prepared and presented to the Council for review. The <br />Administrator noted that in some cases, redevelopment may require that <br />the City take a proactive approach and acquire properties as they become <br />available. <br />The next Action Plan discussed was for "Multi-Housing Crime <br />Prevention". The Administrator noted that Chis Action Plan includes two <br />options depending on the level of commitment that Montreal Courts is <br />willing to make to crime prevention at their complex. The Administrator <br />reported that if it becomes necessary for the City to adopt amulti-family <br />licensing ordinance, the Minnesota Multi-Family Housing Association has <br />offered to work on this ordinance with the City. Their concern is that the <br />City adopts an ordinance that addresses problem properties, while not <br />putting undue burden on well-run multi-family properties. <br />The Fire Chief informed the Council of the lack of effort on the part of <br />Montreal Courts management in encouraging their residents to participate <br />
