Minutes <br />Parks & Recreation <br />August 1, 1996 <br />REVIEW OF <br />CAPITAL <br />IMPROVEMENT <br />BUDGET <br />it has been 6 years since the book was put together. Morelan <br />suggested submitting the Park Master Plan as is, and tabling <br />further discussion until Sanders is present. <br />Greger moved to recommend to the Council that the Park Master <br />Plan be submitted as is. <br />Motion seconded by Ables. <br />Motion carried 5 - 0. <br />Johnson questioned the purpose of reviewing the <br />this time. Morelan responded the purpose is to <br />figures for the 1997 budget by September, 1996. <br />suggested the members reflect on this, and give <br />to the budget for the next meeting. <br />budget at <br />submit the <br />Morelan <br />some thought <br />Johnson stated briefly looking at the plan for next year, <br />there is one item that stands out as controversial. She <br />questioned the $40,000.00 planned for the Pioneer Park <br />parking lot improvement and expansion and wondered if there <br />are better alternatives for spending our money. She asked if <br />anyone would like to discuss this now. <br />Remerowski stated the Pioneer Parking lot has been budgeted <br />and he felt it should remain part of the budget. <br />Johnson stated that Bev Scalze did a study of the parking at <br />Pioneer Park on five different nights this summer. She found <br />that on none of the nights was there anyone parked on Desoto. <br />Johnson stated the study showed open spaces were available in <br />the parking lot. Rajanen added that Scalze was there on <br />Tuesday and Wednesday, and this did not reflect tournament <br />times on the weekend. <br />Johnson remarked she felt the City does not need to plan <br />parking facilities for every single occasion and date there <br />is needed parking in the City. She stated parking for the <br />few big events can be handled by parking and walking. She <br />felt paying for a big parking lot expansion to be used just a <br />few times per year was not necessary, and she concluded the <br />City has provided adequate parking for this facility. <br />Morelan responded that he agreed with the comment that the <br />larger events, such as weekend tournaments, can not totally <br />dictate the amount of needed parking. The ongoing problem is <br />that there are many week nights during the summer when there <br />is a shortage of parking. He stated that on the five nights <br />studied by Bev Scalze, the multiple team situation that <br />happens when different teams play on the same field only <br />occurred on one of the four fields on four of the five dates. <br />There was also one field not scheduled at all on two of those <br />nights. He felt the study was not a good, across - the -board <br />representation of the parking situation. <br />Page 119 <br />
