The applicant is negotiating with the City to purchase this <br />land for development of Lots 1 -3, therefore, the proposed subdivision shall be contingent <br />upon the sale of this property. The plat drawing shows park dedication to be made in the <br />southern area of the plat under the NSP easement, including a portion of wetland. The <br />Park Commission should review and comment on the land dedication proposal. <br />RECOMMENDATION <br />Based on the following review, our office recommends approval of the Stoneridge <br />preliminary plat, and the one (1) foot rdadway right -of -way width variance. Said approval <br />is subject to the following conditions: <br />1. Preliminary Plat approval is contingent upon sale of the City owned property to the <br />applicant. <br />2. The grading and drainage plan is subject to review and approval of the City <br />Engineer. <br />3. All wetlands must be professionally delineated. Wetland delineation and any <br />wetland mitigation that may be required, must be reviewed and approved by the <br />City Engineer and the Watershed District for compliance to local and Watershed <br />regulations. <br />4. Should the wetland delineation determine that the buildability of any of the <br />proposed lots are questioned, the applicant must submit a revised Preliminary Plat. <br />5. The location and sizing of all easements shall be subject to review and approval of <br />the City Engineer. <br />6. The utility plan is subject to review and approval by the City Engineer. <br />7. The developer must obtain approval from Ramsey County to construct Stoneridge <br />Court off of County Road D. As part of that process, the developer shall negotiate <br />with the lot owner north of proposed Lot 9 to provide access to Stoneridge Court <br />rather than the existing County Road D access. <br />8. The design of the proposed Stoneridge cul -de -sac shall be subject to review and <br />approval of the City Engineer. <br />9.
