728 East Hennepin Avenue <br />Minneapolis, MN 55414 <br />June 21, 1996 <br />Little Canada City Council <br />c/o City of Little Canada <br />515 Little Canada Road <br />Little Canada, Minnesota 55117 <br />Dear Mr. Mayor and Members of the City Council: <br />We are writing to introduce ourselves and outline our business plans in Little Canada, which <br />require that we secure a used car wholesale and retail license from the Little Canada City Council. <br />As used in this letter, "we" are: <br />Dale Madsen, a lifetime resident of the Twin Cities who has resided in Arden Hills since <br />1991, and has worked in all aspects of the automobile business since he first started parking cars at <br />a downtown Minneapolis car dealership as a student, Dale spent the first 20 of his 30 years in the car <br />business managing or working for several Twin Cities car dealerships. He served as a used car sales <br />manager and in used car sales at White Bear Lincoln- Mercury and at White Bear Dodge. Over the last <br />10 years, Dale has primarily acted as a wholesale broker for dealers and an auto finder for consumer <br />customers; and <br />Matt Benson, who also grew up in the Twin Cities, has lived in White Bear Lake for the past <br />six years. He has sold and leased cars and trucks on a full -time basis since 1981. He has served as a <br />new and used truck sales manager at White Bear Dodge, and was responsible for truck sales and van <br />conversions at Wally McCarthy Pontiac. <br />We have worked together for about seven years and in 1995 began a partnership which <br />concentrates its sales efforts on the wholesale marketplace. In effect, our business consists of finding <br />or locating vehicles for dealers and consumers. Because most of our dealer and consumer customers <br />are located in suburban St. Paul, we are seeking to move to Little Canada from our present location <br />near downtown Minneapolis. <br />To that end, we ask that the City Council grant our request for a used car license for "Best <br />Auto & Tire," located at 3011 Country Drive in Little Canada. As you may know, Jim Burton, whom <br />we have known for many years, operates a tire service and clean -up shop at that site. We propose to <br />operate the "Auto" component of "Best Auto & Tire." We emphasize that we do not propose <br />operating a traditional "used car lot," with neon - colored banners emblazoned on the storefront and <br />Page 23 <br />
