FIFNA <br />C <br />Northwest Associated Consultants, Inc. <br />C O M M U N I T Y P L A N N I N G • D E S I G N • M A R K E T R E S E A R C H <br />PLANNING REPORT <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: August 5, 1996 <br />RE: Little Canada - Benson - Madsen Auto Sales Conditional Use Permit <br />FILE NO: 758.09 - 96.22 <br />Mr. Matt Benson and Mr. Dale Madsen have applied for a Conditional Use Permit to allow <br />the establishment of a used car sales facility at 3011 Country Drive, the location of Best <br />Auto and Tire. The applicants propose to occupy a small portion of the existing building, <br />and have the use of five outdoor parking spaces in which they may display vehicles for <br />sale. The applicants also indicate in their letter that they deal most often with contract <br />buyers who have "ordered" a vehicle and do very little traditional retail automobile sales. <br />Under the current Zoning Ordinance, the City can issue up to four motor vehicle sales lot <br />permits at any one time. There are currently a number of wholesale licenses in place, but <br />only two other permits which qualify under this cap. The Best Auto permit would be the <br />third. <br />The Ordinance requirements for a motor vehicle sales lot license are summarized as <br />follows: <br />1. Principal use of at least 1,000 square feet. <br />2. Paved sales and parking lots. <br />3. At least 380 square feet of sales area per vehicle. <br />4. Compliance with parking and loading requirements. <br />5. Perimeter curb provided. <br />6. Landscaping and screening provided. <br />7. 500 feet separation from residential zones and other sales lots. <br />8. Maximum of 4 licenses in force in the City at one time. <br />9.
