The current building is over 5,400 square feet in area, with a paved and curbed parking <br />lot. The City approved a Conditional Use Permit in 1993 allowing a U -Haul rental area on <br />the west portion of the parking lot. At that time, a condition that the site plan show 22 <br />parking spaces, according to Zoning Ordinance standards was made a condition of the <br />permit. <br />The area available to the used car sales consists of a paved area which should more than <br />meet the minimum required for the five spaces. The concern which the site plan raises, <br />however, is that the sales area will occupy parking spaces which are necessary to comply <br />with the City's parking requirement. A site plan which was developed for the U -Haul <br />application is attached to this report illustrating the concern. This plan states a parking <br />supply of 23 spaces. If five of these are set aside for sales, the site will be four spaces <br />short of the Ordinance requirement. At this point, staff has been unable to identify an <br />option which would allow these four spaces to be replaced. One potential location would <br />be the area reserved for U -Haul storage, however, this needs to discussed with the <br />property owner. <br />In summary, the applicants have requested approval for a motor vehicle sales lot <br />Conditional Use Permit which would be the third of four potential such permits in the City. <br />All conditions would appear to be met, with the exception of the parking requirement for <br />the existing uses. Without demonstration that adequate parking can be provided, staff <br />cannot recommend approval of the CUP. If the site can be rearranged to provide <br />adequate parking, all of the conditions required for CUP approval would be present, and <br />we would recommend the permit, conditioned upon compliance with the requirements <br />listed in the Zoning Ordinance as summarized above. <br />cc: Kathy Glanzer <br />Greg Schmidt <br />Matthew Benson <br />Dale Madsen <br />2 <br />Page 27 <br />
