school at Mn /DOTs Arde.n Hills Training Center as a condition for award of the partnership project. <br />The committee member or members will be responsible for providing community workers and <br />volunteers with instructions and Mn/DOT supplied information packets pertaining to proper <br />materials handling, plant installation and plant maintenance. If volunteers are to be used , the <br />application must include a volunteer pledge list identifying sufficient numbers of volunteers to <br />complete the scope of work within an acceptable time period. The volunteer pledge list will also be <br />a condition for award of the prunership project. The application must include a format resolution or <br />letter indicating conununity suppott for the desired improvements and authorization of a primary <br />contact person to apply to Mn/DOT for funding. (Sec Appendix 1 for sample resolution or letter). A <br />Mil/DOT approved (District and Cement Office) landscape plan al a scale of not more than 100' =1" <br />must be included as pert of the application (1 I" x 17" reductions are acceptable: for application <br />purposes). The landscape plan shall incorporate by reference or attacluuent, standard Mn/DOT <br />planting details, material specifications and special provisions as applicable. <br />The plan may be prepared by Mn/DOTs Landscape Unit with no obligation, as the Unit's scheduled <br />work load permits. Communities desiring technical assistance or a plan prepared by Mri/OOT's <br />Landscape Unit must submit a written request for that service to the Mn/DOT District Engineer. <br />Potential applicants are encouraged to enlist the services of local community landscape design <br />professionals to prepare plans, thereby minimizing time delays that may occur as a result of the <br />Landscape Unit's workload. Mn/DOTS Landscape Unit will help the applicant to assemble base <br />information and to include Mn/OU'r policies, guidelines and standards. The Landscape Unit will also <br />facilitate required Mn/DOT review and approvals. <br />Funding for this program is limited to the cost of providing the required soil amendments, herbicides, <br />plant materials, seed, sod. mulch, rodent guards and other miscellaneous materials necresnry for <br />installation of the project. The program requires that a community provide matching funds or services <br />for every dollar of state funds or materials droVidnd on sine ntgnway right or way. Toe partnefsntp <br />program considers the value of state funded or furnished landscape materials to be roughly equal to <br />the value of the material installation by the partner. The community must agree to install and maintain <br />state funded or furnished materials. Eligible projects must include a minimum of $1,000 worth of <br />matte ;His and the maximumaivtud of hinds or materials for any one project shall not exceed 350,000 on <br />an annual basis. Applicants may utilize their own labor forces, service organization, volunteers and <br />canine:tuts, however the focal unit of government must be the contract letting authority where contract <br />installation is desired. Volunteers must be 13 years of age or older unless accompanied and supervised <br />by a parent or guardian. <br />Successful applictuas are required to cater into an Agreement with Mn/D0'I', to maintain the roadside <br />landscape improvemrnrs for their anticipated lifespan. Maintenance will include removals and <br />Iacements if necessary. A detailed landscape plan showing actual locations and quantities of plant <br />materials along with the specificadons and special provisions will form the basis of the Agreement <br />together with the application and schedule of maintenance requirements. <br />The applicant must submit two copies of the application to the Mn/DOT District Engineer for review <br />purposes.
