CPA <br />Pursuant to your request, this letter is intended to outline the terms of our <br />engagement to analyze the Water and Sewer Rates of the City of Little Canada. <br />The objective of our engagement is to recommend a Water and Sewer rate schedule <br />for the City to monitor the operating results of the Water and Sewer Fund com- <br />pared to projections of utility rate needs. To accomplish this task, we will <br />prepare the following: <br />• A historical analysis of the financial statements of the Water <br />and Sewer Enterprise Fund. This historical analysis will pro- <br />vide information with regard to trends of increasing expenses <br />(i.e., Administrative, MWCC, other operating, etc.) as well <br />as, an indication of the various trends with regard to revenue <br />types (i.e., operating revenues, and other supplemental <br />revenues). This historical analysis will be one factor in our <br />projection of future operating results for the Water and Sewer <br />Utility Fund. <br />• We will review other statistical data with regard to water <br />usage and sewer system usage within the City of Little Canada. <br />In order to facilitate an efficient process we will use the <br />information as gathered by City personnel and /or the City's <br />consulting engineer with regard to historical flow data. This <br />information will also be used in correlating the projected <br />growth of the use of the system based on the City's planning <br />department projections.
